On 30 July, Prime Minister Abdul Hameed Dabaiba officially visited Egypt and was received by President Abdel Fattah al-Sisi in the coastal city El Alamein.
The delegations consisted of key figures from both governments, including Egyptian Foreign Minister Badr Abdelatty, the Director of the Egyptian General Intelligence Service (GIS, ‘Mukhabarat’) Major General Hassan Rashad, Libyan National Security Advisor Ibrahim Dabaiba, Libyan Minister of State Walid Al-Lafi, and Libyan National Oil Corporation (NOC) Chairman Masoud Suleiman, along with Egyptian ministers overseeing energy and petroleum.
Among the topics discussed were energy, oil and gas cooperation, infrastructure projects in Libya, security cooperation, Egyptian support to institutional capacity-building in Libya, Libya’s political process and developments in the wider region.
President al-Sisi reaffirmed Egypt’s commitment to Libya’s stability, unity, and territorial integrity, describing a stable Libya as a priority for Cairo. He stressed that any lasting political settlement must emerge from genuine Libyan consensus, maintain the authority of existing legislative bodies, and pave the way for prompt national elections. Al-Sisi also stressed in the talks his interest in increasing the number of Egyptians working in Libya and in Egypt securing a larger share of reconstruction projects in western Libya, although there are significant concerns regarding legal certainty in Libya and frequent defaults on payment.
