On 4 April, the Presidential Council (PC) issued a statement stressing that ‘any movements or transfers by the security and military authorities must be based on explicit and prior instructions issued by the Presidential Council and the competent authorities, and within the specified legal framework. Any action outside this framework is considered a violation of these instructions and exposes its perpetrators to legal accountability, without exception.’ It called upon all parties to ‘strictly adhere to the controls and instructions regulating security and military work, and stresses that security is a collective responsibility that does not tolerate individual interpretations or unilateral decisions that may disrupt general stability.’
The statement came amid reports of intensive military movements from Misrata toward Tajoura (east of Tripoli) overnight from 3 to 4 April, including armoured military convoys equipped with heavy weapons.
