On 15 April, the Misrata branch of the Internal Security Agency summoned the mukhtars (local leaders) of neighborhoods in the city of Tawergha and interrogated them regarding a statement they issued demanding the disbursement of their financial entitlements, which have been suspended since 2021. According to the National Institute for Human Rights in Libya, they were forced, under duress and threats of arbitrary arrest, to hand over their official seals.
This action was reportedly taken based on a letter from the Mayor of Misrata to the Misrata branch of the ISA, despite a court ruling issued by the Tripoli Court of Appeal nullifying Misrata Mayor’s Decision No. 6 of 2025, concerning the establishment of a Tawergha municipal branch, and a separate court ruling issued by the Tripoli Court of Appeal in an expedited procedure to suspend the implementation of Prime Minister’s Decision No. (671) of 2024 regarding the establishment of municipal branches in certain municipalities. Among them is the municipality of Tawergha.
