After fierce fighting on 28-30 July, the Misratan-led Bunyan Marsus coalition took full control of the Hay Dollar area in Sirte. The operation has thus far cost more than 300 Bunyan Marsus lives, with another 1,500 injured… On 1 August, Government of National Accord Prime Minister Fayez Serraj made a televised speech announcing the beginning of US airstrikes against ISIS in Sirte, following a formal request by the Presidential Council.

In Benghazi, the Libyan National Army (LNA) captured the symbolic Guwarsha checkpoint from Islamist militants on 28 July. The Islamists retaliated with suicide car bomb attacks on 29 July that killed two LNA soldiers and wounded four, while ISIS conducted another on 30 July near the Guwarsha Chinese flats, injuring three soldiers… Meanwhile, the LNA has reconsolidated its control in southwest Benghazi, after successfully repelling an attack by the Benghazi Defense Brigade.

The rising tide of dissatisfaction with the Government of National Accord (GNA) in western Libya is fueling the momentum of hardline Islamists and anti-GNA factions who held demonstrations on 29 July in Tripoli… In a key development, Wissam Ben Hamid, symbolic leader of the Benghazi Shura Revolutionary Council, appeared in a video published by the Benghazi Defense Brigades media outlet (Bushra) accusing Abdul Raouf Kara, the head of Rada, of being a hypocrite and equating him to Haftar. Rada is reportedly holding more than 200 militants thought to be affiliated with Ansar Al Sharia and ISIS.

On 1 August, Government of National Accord (GNA) Prime Minister Fayez Serraj made a televised speech announcing the beginning of US airstrikes upon a formal request by the Presidential Council, and Libya’s joining of the international anti-ISIS coalition. Pentagon Press Secretary Peter Cook confirmed that US warplanes launched a new round of airstrikes against ISIS in Sirte at the request of the GNA. The direct involvement of the US on behalf of the GNA may have a direct impact on current political dynamics on the ground, and will likely raise tensions between GNA supporters and anti-GNA hardliners and Islamists in Tripoli.

In western Libya, the Misratan-led Bunyan Marsus coalition made more gains against ISIS this week in Sirte. The coalition took control of the Hay El Dollar and Area “2” while continuing to conduct airstrikes against ISIS positions in the Ouagadougou complex. Despite these advances, the fight with ISIS is likely to be prolonged as the group continues to mount suicide vehicle attacks in a number of Misratan-controlled areas. The Sirte port remains under Bunyan Marsus control, despite continued ISIS attempts to retake the port using targeted suicide attacks.

On 22 July, large demonstrations took place in Tripoli, Misrata, Zawiyya, Zuwara and others denouncing the discovery of French fighters acting in coordination with Khalifa Haftar as evidence of a French invasion, and breaching of the internationally recognized political agreement. Anti-Government of National Accord (GNA) forces are using the event to re-consolidate political forces that had fragmented after the GNA replaced the former Islamist-aligned General National Congress (GNC) in Tripoli on 30 March 2016… The credibility of the LNA took another severe hit after 14 bodies were discovered on 21 July in a rubbish dump in Benghazi, an area supposedly ‘liberated’ from ISIS in March 2016.

Over the last two weeks, the Benghazi Defense Brigade (BDB) advanced to within 60 kilometers east of Benghazi, before reportedly retreating back to its base in Jufra, Libya on 22-23 July. The militia, which has enjoyed rising support in western Libya after it managed to take down an LNA helicopter with three French soldiers onboard on 17 July, is likely to conduct a new incursion into the oil crescent to retake oil wells from LNA-aligned forces and to mount another assault on Benghazi.

On 21 July, French President Francois Hollande confirmed three French special forces soldiers had died in the downing of a Libyan National Army (LNA) helicopter on 17 July. The event, and subsequent revelation, unleashed large demonstrations on 22 July in a number of western Libyan cities against France and the Government of National Accord, reinvigorating hardline Islamists and revolutionary factions as a force of opposition to both the GNA and House of Representatives.

Fighting this week focused on the ISIS stronghold in the Ouagadougou Centre, Ibn Sina Hospital and Sirte University areas, with airstrikes and helicopter gunships featuring heavily in the battles. In short, very little progress is being made to dislodge ISIS from these areas. ISIS fighters still appear to have a presence in areas previously taken by Bunyan Marsus in Sirte’s south and west, and ISIS also appears to be attempting to flank Bunyan Marsus, indicating a more prolonged guerrilla war in the city.
