On 28 January, the head of Italy’s foreign intelligence agency (AISE), Giovanni Caravelli, reportedly flew to Tripoli for a meeting with top officials from the Government of National Unity (GNU), including PM Abdul Hameed Dabaiba, and the Attorney General (AG) al-Sidiq al-Sour. According to Italian media, the purpose of the visit was to devise a plan to prevent new embarrassing incidents like the one last month that led to the arrest and immediate release of Osama Najeem aka ‘al-Masri,’ head of the Mitiga detention centre. The two parties reportedly discussed the confidential names of some Libyans for whom the International Criminal Court (ICC) has issued arrest warrants, with Caravelli informing the Libyan side of who among these individuals could travel to Italy in the future without the risk of being arrested.
