Last week, Islamic State’s West Africa Province (ISWAP) – based in Nigeria, Cameroon, Chad, and Niger – released a propaganda video that called for Muslims from around the world, especially those in Africa, to migrate to ISIS-held territory in the Chad basin. ISWAP’s announcement risks drawing ISIS operatives and sympathisers (from the MENA region and further afield) to Africa. It is possible that many will transit through Libya, increasing the latent ISIS threat.
