On 14 July, the International Criminal Court (ICC) ruled it has jurisdiction over the case of Khaled Al-Hishri, rejecting a challenge by his defence team. A majority of judges said the alleged acts fall within the scope of the UN Security Council referral under Resolution 1970 (2011), adding that this legal basis remains valid regardless of Libya’s 2025 declaration accepting ICC jurisdiction under Article 12(3). The ICC said Al-Hishri, a former senior official at Mitiga prison in Tripoli, is suspected of 17 counts of war crimes and crimes against humanity. The alleged offences are said to have taken place between May 2014 and June 2020 at the prison, where thousands of detainees were held for extended periods.
