On 20 May, Human Rights Watch (HRW) reported that armed groups in Tripoli failed to protect civilians during recent clashes, resulting in deaths and property damage, and called for urgent investigations into alleged abuses. HRW emphasized the reckless disregard for civilian lives and urged authorities to uphold the right to peaceful protest. International law requires warring parties to minimize civilian harm, avoid deliberate attacks, and facilitate humanitarian aid and safe passage. HRW also called for transparency regarding detainees and the preservation of evidence for future accountability, stressing that commanders could be held responsible for their subordinates’ actions.
