International law requires warring parties to minimize civilian harm, avoid deliberate attacks, and facilitate humanitarian aid and safe passage. HRW also called for transparency regarding detainees and the preservation of evidence for future accountability, stressing that commanders could be held responsible for their subordinates’ actions.
