On 28 January, the Russian Deputy Minister of Defence (MoD) Yunus-bek Yevkurov once again arrived in Benghazi – where he was warmly welcomed – for talks with Libyan National Army (LNA) Commander Khalifa Haftar. The main topic of the talks with Haftar and his staff was the expansion of the use of Russian bases to supply the mercenary contingents and the future ‘African Legion’ further south in Africa. The partial replacement of mercenaries in Libya with regular soldiers is also a topic of discussion.
