On 19 February, the Misratan Joint Counter-Terrorism Operations Force published information obtained from the arrest and interrogation of four ISIS operatives in Tripoli. Three of the four had been injured during combat operations, with one claiming he had received medical care in Turkey and disclosed that there had been coordination between Turkey and ISIS affiliates in Libya through a department concerned with the treatment of the injured. One of the detained had reportedly been charged with monitoring and photographing security positions outside the Ministry of Justice in preparation for a terrorist operation. Two had been coordinating with fuel and food smugglers in the South.
