Dabaiba seeks to mobilise forces in response to oil blockade, PC blocks mobilisation

On 21 April, the Government of National Unity’s (GNU) Prime Minister, Abdul Hameed Dabaiba, issued a letter to the head of the Libyan Presidential Council (PC), Mohamed Menfi, proposing the creation of a “Command, Control and Operations Centre” in response to recent oil closures. Dabaiba requested for brigades 51, 52, 53, 444, 111, 62, 19 MP, and drone units to be assigned to this Centre, which would be under his command with a dedicated independent budget. On 27 April, Menfi issued a statement forbidding military units under the Ministry of Defence from leaving their bases without his authorisation as the Supreme Commander of the Libyan Army.
