Dabaiba insists he is undoing abuses carried out by armed groups

PM Abdul Hameed Dabaiba continued his series of meetings with representatives of municipalities and tribal leaders of northern Tripolitania. During the last few days, he met delegations from the Mashashiya tribe, from Janzour, Ghariyan, and Bani Walid, among others. Government of National Unity (GNU) ministers also held meetings with local communities linked to the GNU’s Return to Life programme.

On 3 June, at the second GNU cabinet meeting of 2025, Dabaiba reiterated his framing of the recent Tripoli clashes as ‘a thorough and disciplined security operation against an illegal group’ which succeeded with minimal casualties. Dabaiba stressed that the GNU has provided comprehensive protection for all those who choose to protest peacefully, without discrimination or interference, noting that the state has separated those who express their opinion, and those who threaten stability by carrying weapons or blocking roads. Dabaiba claimed to have received ‘widespread international support for security simplification measures’, saying the international community realizes that what we do is not a struggle for influence, but an imposition of the rule of law.

He said the recent security operation represents the actual beginning of restoring the power of the state inside the capital, without partnership with any parallel force. He stressed the GNU ‘will not again allow any party to make arrests, issue sentences or control of unlawful prisons. Systematic security institutions are the only ones capable of preserving security and enforcing law.’
