On 12 September in the evening, elements of the 52nd Brigade (from Zawiyya, led by Mahmoud Bin Rajab) entered Camp 27, which is a base of the 55th (Wershefana) Brigade (led by Muammar al-Dawi) at the western edge of Tripoli. They demanded the base be handed over in accordance with the agreement for the Supreme Committee for Security Arrangements. The Wershefana refused to do so.

Subsequently fighting between the 52nd Brigade and the 55th Brigade started for the control of the camp. Both sides deployed reinforcements. Heavy weapons were used, including mortars. The 55th Brigade assembled a larger force near the West Tripoli Power Station (northwest of the 17 km Bridge, next to the Janzour Naval Academy.

The 103rd (al-Kabwat) Brigade of Othman al-Lahib (from Zawiyya) intervened in support of the 52nd Brigade. The Coastal Road was blocked for several hours between 17 km Bridge and al-Maya.

At about 10 pm, the 55th Brigade regained full control over Camp 27 and the surrounding areas. Thereafter, the media office of the 55th Brigade announced that the whole Coastal Road from 17 km Bridge to al-Maya Gate is ‘fully secured’ and ‘the situation is safe’.

Later in the evening, Western Coast Military District Commander and Libyan Army Deputy Chief of Staff (CoS) Salaheddin al-Namroush announced the restoration of control over the coastal road between Tripoli and Zawiyya by units of the Libyan Army.

On 13 September, the Jafara Security Directorate assured all citizens and visitors to the coastal road that the security situation is good and the road is fully secured. Patrols of the Security Directorate began implementing the security plan in the early hours of the morning by deploying along the coastal road, in addition to securing the entrances and exits of secondary roads, with the aim of maintaining security and stability.
