On 14 November, the High State Council (HSC) was prevented from holding its meeting at its headquarters at the Radisson Blu Al Mahary Hotel in Tripoli after being blocked by the Constitutional Defence Force (CDF). The Head of the HSC, Khaled Mishri, claimed in a letter to the Presidential Council (PC) that the CDF actions were ordered by the Libyan Defence Minister (GNU Prime Minister Abdul Hameed Dabaiba). Mishri also issued a letter to the UN Special Envoy to Libya, Abdoulaye Bathily, claiming Dabaiba was blocking elections and intended to stay in power indefinitely. GNU PM Dabaiba issued a statement later in the evening of 14 November claiming to have investigated the incident in his role as Minister of Defence.
