On Christmas Eve, Operation Shuruq (Sunrise) forces carried out a surprise attack on Sidra’s oil terminal employing speedboats and rockets. Although Operation Dignity forces repelled the attack, one of Operation Shuruq’s rockets fell on an oil storage tank, starting a fire that spread to five tanks, as this report was being written the fire remains out of control even though it has been put out in three of the tanks. Unless the requested Italian intervention to stop the fire can be provided in these trying circumstances the fire is unlikely to be contained. Either way, this fire represents the gravest threat to Libya’s infrastructure since the fall of Qadhafi.
