On 4 April, the National Council on US Libya Relations (NCUSLR) hosted its 7th annual conference entitled, ‘Libya’s De Facto Partition; What Does the Future Hold?’ in DC. In his speech, PC Deputy Musa al-Koni described Libya as ‘effectively an occupied country,’ referring to the presence of Turkish and Russian forces on Libyan soil. He highlighted restrictions by Russian forces at Brak Air Base that impact even Libyan officials’ movements, including the president’s inability to fly over the base. Al-Koni warned of impending ‘drums of war’ and urged national reunification ‘before the country slides into a total explosion’.
