Radical Islamist groups, broadly aligned with transnational terrorist organisations such as IS and al-Qa’ida, represent those that most significantly benefit from current instability. Besides establishing two safe havens for training and R&R activities in Derna and Sirte, IS cells are reportedly building up their presence and capabilities in western Libya, especially inside Tripoli. In light of recent research and reports into the operational strategies of IS cells throughout the Levant region, it would not be surprising if the hit-and-run tactics currently employed by the Tripoli Wilaya of the IS were just the prelude to a sudden uprising and show of force aimed at taking control of sections of the city and surrounding environs.
