On 12 August, the General Command of the Libyan National Army (LNA) announced that a suspected terrorist cell was arrested in Benghazi during a ‘special security operation’ conducted by the LNA’s security affairs department, just one day after the assassination of the LNA’s Military Intelligence Chief Major General Fawzi al-Mansouri. It is believed that the cell was planning terrorist attacks on various targets in the Greater Benghazi area. The LNA said the detainees are foreign nationals but did not provide further details, noting that they were handed over to the relevant authorities to open an investigation.
Authorities are now focusing on determining the cell’s planned targets, possible links to other groups, and any connection to the assassination.
On 13 August, Greater Benghazi Security Director Major General Salah Huwaidi convened an emergency meeting of deputies and police station heads to review the situation and reinforce security measures. Officials agreed to strengthen the existing security plan by increasing deployments, raising vigilance and ensuring rapid responses to reports, emergencies and potential threats. Huwaidi instructed personnel to remain on high alert and act decisively against activities endangering residents or property.
The meeting also discussed closer coordination among security agencies, expanded investigative and intelligence work, and intensified efforts to identify and arrest wanted suspects. Huwaidi ordered full compliance with operational instructions and maintenance of high readiness as Benghazi authorities seek to stabilize the city amid heightened tensions following al Mansouri’s killing.
