Scandal over civil registry fraud as Attorney General announces several investigations and arrests

The Committee to Investigate the Facts of Falsification of Civil Status Data has been undertaking several investigations, with several cases announced throughout the week. This included the arrest of a Civil Registry employee in Surman for conspiring with 9 non-Libyan individuals to include forged family records in their favour. It explained that these records enabled 63 foreign individuals to obtain national identification numbers and benefit from citizenship rights, and they received 85,000 dinars in grants allocated to Libyan families during the period from 2012 to 2025.

In Sebha, a Civil Registry employee was detained for forging a slew of documents, including 498 birth certificates, 246 residency certificates and 148 residency certificates. There were other similar cases in Sirte and Tajoura.

On 9 December, the House of Representatives’ (HoR) Defense and National Security Committee issued a statement regarding the breach of Libyan identity, noting it is following ‘with grave concern the manipulation and violations occurring within the vital civil registry system, resulting in foreigners illegally obtaining national identification numbers and subsequently receiving moral and material privileges allocated to Libyan citizens. This constitutes a direct attack on national security and Libyan identity.’ It called for the investigation authorities to impose the severest penalties on anyone who dared to participate in this crime, whether directly or indirectly.
