Attorney General and GNU release new details on Tripoli clashes

The Attorney General’s Office and Government of National Unity (GNU) Ministry of Justice (MoJ) have released new details on its ongoing investigations into the armed clashes and demonstrations that occurred in Tripoli in May 2025, highlighting the extensive human, material, and security toll.

On 8 July, the GNU MoJ said that a committee formed by order of the Attorney General has uncovered cases of unlawful detention at Mitiga Prison, which is controlled by Rada. It said several detainees had previously been issued release orders, but those orders were not implemented by Rada. The MoJ stressed its commitment to placing all detention facilities under judicial oversight, ensuring compliance with the law, and upholding human rights.

On 9 July, the Attorney General’s Office confirmed the deaths of 15 civilians in the fighting, along with five fatalities within correctional and rehabilitation centres. Additionally, 461 inmates escaped from these facilities amid the chaos. It also said it had ordered the arrest of 172 suspects from the Stability Support Apparatus (SSA) on charges of murder, kidnapping, and torture, with 11 detained.

Hassan Abu Zuriba, the new Zawiyyan head of the SSA, declared that his agency is subordinate to the Presidential Council. They will hand over any of their wanted members to the Attorney General and will not overlook anyone who is wanted. He said that the SSA has formed a committee whose mission is to deal with anyone who has been subjected to abuse by any SSA member.
