On 30 October, members of the 5+5 Joint Military Commission (JMC) convened in Cairo to discuss the withdrawal of foreign operatives from southern Libya. Jan Kubis, head of the United Nations Support Mission in Libya (UNSMIL), presided over the meeting. Egyptian Foreign Minister Sameh Shoukry warned that foreign forces posed a threat to Libyan sovereignty and to the stability of neighbouring countries and the wider region. Shoukry affirmed that all mercenaries are required to leave Libya, without exception. Representatives from Sudan, Chad and Niger agreed to cooperate on the withdrawal of mercenaries and to coordinate with Libyan authorities to guarantee that their nationals will not return to Libya.
