On 18 December, the UN’s newly appointed Special Advisor on Libya, Stephanie Williams, met with the 5+5 Joint Military Commission (JMC) at its headquarters in Ouagadougou Hall in Sirte. During the meeting, Williams briefed the JMC on her new mandate and the JMC updated her on the implementation of the Action Plan for the withdrawal of mercenaries and foreign fighters. Williams praised the progress made on the military track such as the reopening of the coastal road, but stressed the need for the unification of Libya’s military institutions. The Libyan National Army’s (LNA) Commander of the Moral Guidance Department, Khaled Mahjoub, confirmed in an interview for local media that the 5+5 JMC was working on producing a schedule and mechanisms for the withdrawal of foreign forces and mercenaries.
