On 8 September, the French newspaper Liberation published an interview with UN Special Envoy to Libya, Ghassan Salame, who stated his belief that a political agreement between the head of the Libyan National Army (LNA), Khalifa Haftar and the Government of National Accord was “conceivable”. In recent weeks Salame has noted that although the LNA still appears intent on entering Tripoli by force “Mr Haftar has set conditions for a possible withdrawal.” Additionally, the UN Envoy noted that the factions that make up the anti-LNA coalitions have a wide “spectrum” of positions, with some groups willing to negotiate with Haftar in order for his troops to withdraw, while Misrata, Zawiyya, and Zintan remain unwilling to enter negotiations.
