On 3 January, the Attorney General issued arrest warrants for 31 members of Chadian and Sudanese opposition groups and 6 Libyan nationals, including Ibrahim Jadhran and Abdul Hakim Belhaj. Abdel Hakim Belhaj was formerly a commander of the Libyan Islamic Fighting Group (LIFG) and is currently the chairman of the al-Watan party.
